With reference to your Despatch No. 216

of the 22nd. of last July, I have the honour to inform you that

I agree in your view that the New Revised Edition should be

declared to be the only authentic version of all the Hongkong

Ordinances which it contains and I enclose copy of a draft bill

to give effect to this decision.

With respect, however, to the 2nd. para-

-graph of your Despatch in which you propose that sub-section

3 (2) of Ordinance No. 19 of 1911 should be amended by striking

out all words after the word "persons" and by substituting "to

be the Editor or Editors in his stead", I venture to think

that Sir F. T. Pigott would regard such an amendment as a

breach of his agreement with this Government.

The agreement with Sir F. T. Piggott is

that His Honour should prepare a revised edition of the long-
